Sheff Wed Confronts a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - independent football regulator David Kogan

The Championship club's current difficulties constitute a "major concern" and the football regulator is looking to gain the ability to investigate clubs in such situations, its new chair David Kogan has declared.

During an extensive discussion, the chairman, who was recently selected, voiced concern towards Wednesday's fanbase.

Kogan met with four fan organizations connected to the South Yorkshire club recently.

The football club have been struggling on and off the field in the current year, with the club missing wage payments on several different times, including in September.

"Obviously the club has become a significant problem for EFL and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the great brands for the English game and recently we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases submitted for our review if they require examination and dealt with."

Financial Struggles and Ownership Situation

The club's controversial proprietor the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in earlier this year led to sanctions by the English Football League (EFL) in mid-year, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in late summer.

Official's Viewpoint

The regulator explained: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a community organization that has represented their community in multiple situations.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"The final option we would consider is start getting involved with an particular organization, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you review the record of football, over the past few decades there have been particular chairmen, a small minority, but some who have been irresponsible in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the authority recently and insisted it was a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money entering the sport and has come into football for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the success and growth as an economic entity of the top division.

"Being fully aware of the concern of undermining the division as a high-quality offering of the nation. But simultaneously, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Ideological Links

Kogan is still facing a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the opposition group in 2020.

The chairman donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any type of partisan engagement."
